DESCRIPTION

The Chiss Ascendancy is an ancient interstellar state situated throughout the Far Regions. Once governed primarily through the Chiss Syndicure and its associated Ruling Families, the Ascendancy developed over the course of the New Galactic Dark Age into an increasingly centralised, aristocratic and imperial civilisation. By the thirteenth century ABY, it exercises direct or indirect authority over a considerable portion of the Far Regions through a complex network of core worlds, colonial marches, military protectorates, dependent kingdoms and subject territories.

Although commonly described by outsiders as an isolationist nation, the Ascendancy is more accurately understood as an enclosed imperial system. Its borders extend far beyond the traditional Chiss core, encompassing numerous alien civilisations that retain limited internal autonomy beneath Chiss military and political supremacy. Such territories are generally permitted to preserve their own rulers, customs and local institutions, provided they acknowledge Chiss authority, accept strategic oversight and refrain from maintaining independent relations with the wider galaxy.

Modern Chiss society is governed from the Seat of the Csorai by the reigning Csorai, a matriarchal sovereign selected from amongst the most distinguished women of the Ascendancy's ancient aristocratic bloodlines. The title is an abbreviated form of a considerably longer Cheunh ceremonial name derived from Saint Csorai, an obscure figure of ancient Chiss tradition whose legendary sacrifice acquired renewed significance during the New Galactic Dark Age. Although foreign observers frequently translate the office as queen or empress, neither term adequately expresses its religious, dynastic and constitutional character.

The Csorai does not govern alone. Political authority is shared with the Syndicure, the Nine Great Houses and an extensive hierarchy of lesser families, provincial governors, military prefects and canonical officials. Lineage, inheritance and ancestral service occupy a central position within this system. The ancient Chiss emphasis upon family duty has consequently developed into a rigid aristocratic culture in which genealogies, household alliances and inherited obligations may determine an individual's prospects as significantly as personal ability.

Despite its feudal appearance, the Ascendancy remains technologically advanced and highly bureaucratic. Its state combines ancient ritual with disciplined administration, sophisticated surveillance and formidable military power. Institutions derived from the traditional Ascendancy coexist with practices adopted from Palpatine's Galactic Empire, the Empire of the Hand and numerous later powers encountered throughout the Far Regions. These influences were rarely copied without alteration; instead, Chiss officials studied foreign systems, preserved those considered effective and incorporated them into their own political tradition.

The Ascendancy's modern character was shaped most profoundly by the repeated catastrophes that followed the collapse of the older galactic order. The Yuuzhan Vong War, successive Mandalorian Crusades, the fragmentation of galactic civilisation and the New Galactic Dark Age convinced many Chiss leaders that survival could no longer depend upon secrecy alone. The Ascendancy responded by strengthening its fleets, consolidating its frontier territories, subordinating neighbouring states and sealing many of the navigational routes connecting the Far Regions with the wider galaxy.

This withdrawal was accompanied by a significant transformation in Chiss religious and historical culture. Ancient heroes, rulers, explorers, scholars and military commanders were gradually incorporated into the Canon of Saints, a state institution responsible for preserving the exemplary lives of those believed to have embodied the virtues of the Ascendancy. Unlike many galactic religious traditions, Chiss sainthood does not necessarily imply divinity, supernatural power or moral perfection. Saints are instead recognised as living expressions of civilisation, their recorded deeds serving simultaneously as scripture, historical precedent and political instruction.

Exceptionally distinguished Chiss may be admitted to the Canon during their own lifetimes. Such Living Saints remain capable of holding military, political or scholarly office, but are subjected to intense public expectations and canonical scrutiny. Their conduct is treated as part of the continuing historical record of the Ascendancy, and their judgements may influence law and state doctrine long before their deaths. Canonisation is therefore both the greatest honour available within Chiss society and one of its most burdensome forms of service.

The Ascendancy also differs considerably from its ancient predecessor through its controlled adoption of Yuuzhan Vong biotechnology. Chiss scientists recovered, studied and domesticated numerous surviving organisms following the Yuuzhan Vong War, gradually integrating self-repairing materials, organic sensor systems, gravitic technologies and specialised living components into otherwise conventional Chiss vessels and installations. Such technology remains tightly regulated and is regarded not as an expression of Yuuzhan Vong culture, but as a conquered science brought into orderly service.

At the furthest limits of Chiss-controlled space lie the sealed territories administered by the Black Wardens. These regions contain phenomena, species and technologies considered too dangerous to enter wider circulation. Foremost amongst them is the Mnggal-Mnggal, whose known manifestations within Ascendancy territory have been contained through permanent quarantine, specialised fleets and the deliberate erasure of navigational routes. The protection of these zones is considered one of the highest obligations of the Seat of the Csorai and remains the principal reason that the Ascendancy continues to restrict outside access to much of the Far Regions.

Relations between the Ascendancy and the wider galaxy are consequently limited, formal and frequently hostile. Foreigners are generally regarded as undisciplined, culturally immature and potentially dangerous, whilst unrestricted migration into Chiss territory is prohibited. Diplomatic exchanges occur only where strategic necessity demands them, and Chiss representatives reveal little regarding the true size, organisation or responsibilities of their state. To most of the galaxy, the Ascendancy remains an isolated and xenophobic remnant. In reality, it has spent nearly a millennium expanding inward, governing an empire largely concealed behind the borders it claims merely to defend.
