Description
The Mandalorian Exiles, more commonly calling themselves the True Mandalorians, are the fragmented descendants of those clans who rejected the authority of Mandalore the Divider following the Mandalorian Civil War. Refusing to recognise the institutions that would later become Manda'toma, they departed Mandalore carrying with them their armour, fleets and competing interpretations of the ancient Mandalorian way.
Over the centuries the Exiles have never again formed a unified nation. Instead they exist as an ever-changing collection of independent warbands, wandering clans, mercenary companies, pirate kingdoms and would-be Crusaders. Whilst united by a rejection of Manda'toma's authority, they rarely agree upon what should replace it, making the movement as politically divided as it is militarily dangerous.
To the Exiles, Mandalorians were never meant to become subjects of an empire. They believe strength should remain with the clans and with those capable of inspiring warriors through personal deeds rather than inherited office. Consequently, many view every generation as possessing the right—and perhaps the obligation—to challenge the existing order should it cease to embody Mandalorian ideals.

MILITARY
Unlike the disciplined armed forces maintained by Manda'toma, the Exiles possess no permanent military establishment. Every war-party raises, equips and supplies itself according to its own customs, resources and ambitions. Some consist of only a handful of veteran warriors travelling aboard a single vessel, whilst others command entire flotillas, occupied worlds and thousands of retainers. Alliances between clans are temporary by nature and rarely survive beyond the campaign for which they were forged.
Authority rests almost entirely upon personal reputation. Whilst smaller groups frequently elevate local champions, only the largest and most respected factions generally recognise the authority of a True Rally Master. From time to time these leaders assemble to coordinate major campaigns, although such gatherings are as likely to dissolve into rivalry as cooperation. The most successful modern example occurred during the Fifth Bastion War, when several prominent warbands temporarily united to wage a highly effective campaign against Bastion interests before once again dispersing.
THE EXILES
Although collectively referred to by outsiders as the Mandalorian Exiles, the disparate groups beyond Manda'toma's authority are anything but a single organisation. Some merely reject central authority whilst otherwise adhering to ancient codes of honour, serving as explorers, mercenaries or wandering warrior-clans. Others actively seek to restore the old Crusades, believing Mandalore has become complacent and must once again conquer amongst the stars. At the opposite extreme exist little more than pirates and brigands, adopting Mandalorian symbols whilst caring little for the traditions that gave them meaning.
No universally recognised True Mandalore has existed since the Civil War. Instead, ambitious leaders periodically proclaim the title for themselves, hoping military success and personal prestige will inspire other Exiles to abandon their own allegiances and rally beneath a renewed Crusade. Most such claimants perish in obscurity, defeated by rivals long before they threaten Manda'toma. A rare few, however, have united enough clans to ignite wars remembered for generations. Consequently, even seemingly insignificant warbands are watched carefully by the Empire, for today's raider may become tomorrow's pretender.
To the Exiles, civilisation itself is viewed with suspicion. They reject neither honour nor discipline, but permanence. They believe no Mandalore should possess unquestioned authority, no clan should become comfortable, and no generation should inherit leadership without proving itself worthy through action. Whilst Manda'toma sees stability as the preservation of Mandalorian civilisation, the Exiles fear that same stability inevitably becomes stagnation.
RETURNING TO THE FOLD
Despite centuries of conflict, Manda'toma has never regarded exile as an irreversible condition. Warriors who sincerely renounce their rebellion may petition to enter—or re-enter—the Empire, though the process remains intentionally demanding. Arms are surrendered upon arrival and the petitioner undergoes extensive examination by clan representatives and the Court of Mandalore. Their reputation, conduct and past deeds are scrutinised before they undertake a formal pilgrimage across Mandalore, paying homage to the battlefields, memorials and great clans that forged the Empire.
Only after completing these rites and proving both honour and discipline in sanctioned combat may the petitioner kneel before Mandalore the Provider to swear loyalty—not merely to a ruler, but to the Mandalorian people as a whole. This path is not reserved solely for those of Mandalorian blood. Individuals of any species may earn acceptance into Manda'toma provided they embrace its customs, complete the prescribed rites and are judged worthy by Mandalore himself. Thus, whilst blood grants heritage, belonging must always be earned.
TRUE / EXILE ARMOUR
Exile armour is deliberately individualistic. Whereas Manda'toma regards armour as a visible expression of a warrior's place within a wider civilisation, the Exiles treat each harness as a personal chronicle, continually repaired, modified and rebuilt across decades of warfare. No expectation exists that two warriors should appear alike.
Many veteran Exiles continue to favour armour descended from patterns common during the centuries preceding the Mandalorian Dark Age. Heavy plates, broad helmets, reinforced shoulders and visibly repaired construction evoke an era they consider the last age of true Mandalorian freedom. Even when more modern equipment is available, it is frequently rebuilt to resemble these older forms, each repair becoming another visible chapter in the warrior's life.
Most suits incorporate components salvaged from ancient Crusader equipment, battlefield trophies, captured Manda'toma armour or improvised local manufacture. The resulting appearance is rugged and eclectic, reflecting centuries of continual adaptation rather than institutional refinement.
The emblem most commonly associated with the Exiles remains that of the ancient Neo-Crusaders, whom many regard as the purest expression of Mandalorian civilisation. Their defeat at Malachor is interpreted not as a shameful failure but as a necessary trial, and the Malachor system remains an important pilgrimage site for many True Mandalorians.
Rank colours are generally rejected as symbols of institutional authority, with one notable exception. Crimson remains reserved for recognised True Rally Masters, and falsely displaying it is considered deeply dishonourable by almost every Exile faction. Conversely, many larger warbands deliberately issue yellow or gold-stained armour to thralls and newly accepted recruits as a mark of inexperience until they have earned recognition through worthy deeds.
